Sorry for the noise level - I found that setting
the server ~/.ssh/authority to permission 600 fixed
the problem.
so:
chmod 600 ~/.ssh/authority_keys
chmod 600 ~/.ssh/authority_keys2
solved the problem with no passphrase authentication.
