I have used public key authentication using Putty/Pageant to OpenSSH servers
no problem, so this should work for you.
I don't know the root of your specific problem, but since you're running an
OpenSSH that's ~3 years old, I would dump it and update to the latest
(3.6.1p1). There have been a lot of features and bugfixes since 2.1.1!!
