PuTTY: "account is restricted to scp or sftp"

When attempting to use PuTTY to connect to my ISP the following message is
returned:

"Sorry, this account is restricted to scp or sftp only."

PuTTY is set for SSH, port 22

Connection is successful using SSH Secure Shell, and even PuTTY's separate
'psftp.exe', so I know the account works.

I have been through countless FAQ's and other resources, but can find
nothing to resolve the issue.
