Only one valid SSH account

I'm a relative newcomer to the SSH world, but so far I have managed to
set up an OpenSSH for Windows server. I followed the readme and created
the groupfile, then added users to it via mkpasswd. The problem I am
having is that the only account that works is my Domain Administrative
account. It was also the first account I made. Two user-level accounts
do not get past the password screen. PuTTY gives me two invalid password
errors before being disconnected (after entering correct password) from
the server.
My system specs are:
Win2k Server SP3
OpenSSH for Windows 3.5p1-3 w/ recent patch
PuTTY 0.53b
I am in a similar situation to Mark Warbeck's post before this one.
However my users are allowed to log in locally, so I do not believe this
is a problem.
I used 'net start opensshd -v-v-v' to try to troubleshoot with the log,
but I couldn't find it. /OpenSSH/var/log contains an emtpy OpenSSHd.txt,
a 'wtmp' with just logins, and a 3mb 'lastlog' with just gibberish.
Any advice on how to correct this would be appreciated.
