cygwin sshd - permission denied

i need help with my windowsxp-cygwin-sshd setup ..
just to bring the problem into context, i'm running winXP, cygwin, sshd ..
and it WAS working not too long ago .. but lately (i believe after i changed
XP user password .. i can no longer login .. permission denied).
i've run "ssh-host-config", without privilege separation (don't want it ..
worked before without it) ..
i've even tried running "passwd" in cygwin to match the XP password, i've
rebooted, i've tried "mkpasswd -l > /etc/passwd" .. no success - same
problem.
the sshd server is running just fine ..
what else might be causing this problem ?? permissions, other settings ? ..
