The problem was that these machines don't have openssl installed at
all. It looks like openssh was created with static ssl libraries (no
ssl libs appeared in 'ldd' output), and then copied out to hosts.
This had been done at various points in the past, so there were lots of
versions on the machines.
I hadn't found the file mentioning the syntax of the version until
Richard's post cleared it up for me.
