File permission for files transmitted with pscp

I copy files from one Win95 host to another and newly created files get
permissions of 0666.
How can I control them? I'd like to have 0660. Where can I place the UMASK
parameter for SFTP?
My server is running Network Simplicity OpenSSH on Windows (v 3.4-3)
