Windowless SSH port forwarding in Windows

Has anybody successfully made SSH port forwarding work in Windows
WITHOUT having to run a "cmd" window?

I thought this would just be a simple matter of using "&" or a
background switch but neither one works. Also I can't get it to run as a
service by using either CYGRUNSRV or SRVANY because they both require
"desktop" intervention. I can't even hide the window using CMDOW.

Any ideas on how to do this? Is it even possible???
