slow to login with ssh - is this to be expected

Logging in to a remote machine using ssh typically takes 5-6 seconds
for me, compared to less than 1 second for rsh.
Is this to be expected?
I am using ssh-2, with rsa key copied to client machine.
I have tried adjusting the order of preferences of authentication
methods (by setting PreferredAuthentications in ssh_config to put
public_key first) with no success.
Machines are on a busy-ish LAN
