Cannot connect from a Win2K client to a Win2K server

Hello,

I have fetched OpenSSH for Windows from www.networksimplicity.com
I installed the server part in a Win2K server, and created \etc\group and
\etc\passwd
Then I checked that OpenSSH service in the server uses local system account
and may interact with desktop.
I also created keys for the user using: ssh-keygen -t dsa
Then I rebooted the server.

I also installed the client part in a Win2K client and rebooted it.

Now when I open a DOS window and enter: ssh user@server, I get the error:
You don't exist, go away!

When I enter 'ssh-keygen -t dsa' in the client, I get the same error as
above:
You don't exist, go away!

What have I missed ?

Shall I copy some server files to to the client ?

Any hints will be greatly appreciated.
