By doing:
passwd user
setting the password
and then logging in again.
That then prompted me for a new password on telnet. Sorry to ask a silly
question but can you use the passwd command in AIX to expire a user (I
don't have the man page)? In Solaris, you do passwd -f user but that
does something with gecos in AIX.
