openssh 3.5p1 hpux 11.X .ssh/environment ignored

Before I post this to bugzilla at openssh.com, just wondering if
anyone else has seen this or knows of a workaround.

I'm using OpenSSH 3.5p1 on HP-UX 11.00 and 11.11, compiled without pam
support, but with the stock sshd_config (in particular, with privsep),
and sshd ignores my client's ~/.ssh/environment file.
