OpenSSH (on Solaris) and forced p/w change

hi -
has anyone had any luck configuring OpenSSH to handle new user logins
configured with the passwd -f option (this sets the p/w modification
date to 0 in /etc/shadow)? The desired behavior would be for it to
accept the password and then immediately force the user to change it,
but I found that OpenSSH simply rejects the password.
any insight would be greatly appreciated!
