Public key authentication on Win OpenSSL

I have OpenSSH working on a Win platform using the 'Network Simplicity'
Windows system

It works ,and allows connections using password authentication, but I cannot
get it to work using public-key authentication.

In the config file I have:
RSAAuthentication yes
DSAAuthentication yes
AllowedAuthentications publickey

What else do I need to do?
