    Would a terminal program with file-transfer capability meet your needs?
If so, there is "TTSSH" -- a free extension to the TeraTerm Pro windows
terminal program. Supports SSH1 only.

    The idea is that you get and install TeraTerm Pro (See

and then install TTSSH in the same directory.

    Unfortunately (as of today) I get a "server not found" error on that
URL. It's probably a temporary outage.

    There's also FiSSH, a free Windows SSH1/2 client available from MIT.
