openssh-3.4p1.tar.gz compromised or accident?

Just compared the date snd the size of the file openssh-3.4pl1.tar.gz
with the one downloaded a month ago. The "new" file is about 3Kb bigger
and the "new" date is July 31st 2002.
downloaded and compared the files:
The new file has a folder "openbsd-compat" with some files in it.
(all of those files have a "old" date stamp)
This folder is missing in the "original" file.
The .sig file was NOT changed!
Did someone try to fix a error in the distribution and
forgot to increment the path-level?
Or was someone "nasty"?
