There is *zero* reason to continue with OprnSSH 2.5.2. Eliminate that factor
now.

Are you correctly selecting the SSH2 protocol on the client end? Does SSH2
work from linux system to linux system?

Is there an old authorized_keys2 file lying around?

I dunno, but your steps to address it look good. Let us know what more you
find: does Putty have a decent debug logging mode you can use to trace for
this?
