AIX 4.4.3 SSH 2.4.0 Password - ADMCHG Problem

I recently put SSH 2.4.0 on my AIX 4.3.3 box.
As always, when root changes a users password and the ADMCHG flag gets
set in the /etc/security/passwd file for that user.
It looks as though the sshd daemon isnt checking that and it lets the
user log in and not have to change their password.
Any one have an idea on how to make it make the user change the
password? I am at a lost.
I have checked the FAQ, did extensive google searches and found only
one othe instance of this without a resolving response, I can't see
anything in there that pertains to
this problem.
