Invalid password attempts using OpenSSH 3.0.2

I am running OpenSSH 3.0.2 on AIX 4.3.3 systems. The
/etc/security/lastlog file is not being updated when invalid passwords
are entered. I have a requirement mandating user accounts be locked
after three invalid password attempts. Is there a way to correct this
problem and force OpenSSH to update the lastlog file?
