setting up passphrase/password not working (also SecureCRT)

I followed the instructions on the putty.exe homepage and my setup
isn't working.

-make key using the keygen on the putty homepage.
-copy the pub key over to the authorized_keys file on the remote
system
-start up putty locally and point it to the pivate key file
-I connect to the remote system and it asks for the passphrase
-pass phrase rejected
-it then asks me for the account's password and I'm logged in anywys.

What step am I missing?

Also, how do I set this using SecureCRT, when I try to configure it to
connect using a pass phrase, it wants to make it's own keys. What ifI
want to use key's I've already made?
