Password Authentication for OpenSSH Server fails on win2k.

Hi,
I have installed OpenSSH server on the windows 2000 machine.
Everything was working fine till I installed Cygwin. Since I read from
the docs that OpenSSH and Cygwin cant co-exist, I removed Cygwin,
removed OpenSSH server and then reinstalled Openssh server. Now,
password authentication is failing when talking to the server from any
client, either from the same win 2k machine or from any other windows
2000 machine.
After installation, these are the steps I followed :
I created group file using the mkgroup command. Added passwd
entries to the file passwd. Changed the directory access permisions
for the directories etc and .ssh. As far as i remember that is exactly
what I had done earlier too(That time it was working). Then I created
dsa keys for one of the users on the server. This authentication
works. But I want to have the password authentication too.
Have I missed out anything while configuring??
