Port forwarding and remote connection help!!

This is my problem or the situation thta I would like to have some kind
of ideas and advices.
I'm connecting to my university server using port forwarding to be enable
to read the post in the news server:
[%]$ ssh -f -N -L 119:news.server.edu:119 user@server.edu
using the root user to be enable to use the 119 port in my local machine.
My question is the follow: What about if others users in my net want to
use my machine like news server?? I mean...If I have a local port
listening like news server, could the users connect to my machine (my IP)
and have access to the 119 port?
I tried with some users but my machine didn't let them connect. I tried,
but only with localhost 127.0.0.1 is possible, not with the reachable IP.
Some idea??
