I did notice the
debug1: PEM_read_PrivateKey failed
line, but since I get the same message when successfully connecting to the
other server, I somewhat disregarded it. Upon doing a little more digging
(in debug mode, as you suggested) I found that if I do public key and
provide the correct passphrase, the server rejects me immediately - however,
if I intentionally provide the incorrect passphrase, I get re-prompted to
enter it again.. That struck me as being somewhat weird - but being new to
this, what do I know..
