rsh-passthru not enabled for this user

I'm traying to copy a file from a sever to other by scp but I get this
messages always: "rsh-passthru not enabled for this user"

This is the command I'm using: /usr/local/bin/scp -v
beduran@host1:/var/tmp/beduran/8_Recommended.zip
beduran@host2:8_Recommended.zip

What could be the problem?
