HostbasedAuthentication for user root is not working

Hi,

I'm setting HostbasedAuthentication on a Redhat7.2 with OpenSSH_2.9p2
I added "HostbasedAuthentication yes" in /etc/ssh/sshd_config
I added the proper key lines in /etc/ssh/ssh_known_hosts2
I added the proper /etc/hosts.equiv

All this works for the regular users but not for root user. I can't
seem to find where it says that HostbasedAuthentication won't work
for root.

Extra note: the client is ssh 2.4.0

Here is the result of sshd -ddd:
  Normal user:
debug1: restore_uid
debug2: userauth_hostbased: access allowed by auth_rhosts2
debug3: check_host_in_hostfile: filename /etc/ssh/ssh_known_hosts2
debug3: check_host_in_hostfile: match line 1
  Root user:
debug1: restore_uid
debug2: userauth_hostbased: authenticated 0
Failed hostbased for ROOT from 192.168.10.10 port 9775 ssh2

Any hints on what I missed?
