You can find out the version number of the sshd you're connecting to
using the PuTTY Event Log.
If it _is_ 2.0.13, then it's a very old version of ssh2d and
unlikely to support RSA public keys. But then, if that's the case
I'm not sure why it didn't just refuse the key to start with.
Post the contents of your PuTTY Event Log and see if it makes things
any clearer.
