sleep and ping hang when run from ssh

I log into my linux box remotely using ssh. I use sshd 1.2.27 on linux
2.2.18

running "sleep 1" in bash never returns. likewise, ping will only send
one packet then stop.

Both run fine when started locally or via telnet (even when re-loging
using telnet from the shell running over ssh).

Any ideas?
