Restricting TCP forwarding on a per user basis

Under OpenSSH via OpenBSD, is there a way to restrict some users to TCP port
forwarding and some no restriction?
I need to SSH into this box and port forward to two other boxes on my
network, but I dont want anyone else doing this.
I think this is possible and simple..but looking for any hints on getting
started and making sure this *is* do-able first.
