can't connect via open ssh

My machine recently got hacked. As a result, I "got religion" and am now
running open ssh compiled with tcp-wrappers on my SGI O2 under Irix
6.5.13. I've configured /etc/hosts.deny as ALL:ALL and have configured
/etc/hosts.allow as ALL: [names of allowed domains, e.g., ".apple.com",
with spaces between names]. I can successfully log onto my machine
remotely. However, a user a site in Europe can not and receives the
message:

ssh_exchange_identification: Connection closed by remote host

As nearly as I can tell from the documentation, I have configured
hosts.allowed correctly and I have tried variations with no success. Is
this a bug, or have I forgotten some important step?

For whatever it's worth, the European user is behind a firewall.
