IP Address locator and the ARIN whois database are not very
informative.
Sure they aren't. How could they? They're not supposed to hold any information why "it" (whatever you mean) keeps telling you about a local broadcast of NetBIOS messages despite you having turned it off.
I have done complete system scans and the report says that
my system is clean.
And this changes exactly what about "it" telling you wrong stuff?
