I'm guessing you meant RFC 4009? It's been made obsolete by RFC 4269,
for which information can be found athttp://tools.ietf.org/html/rfc4269

I was personally unable to find any implementations for which source
was available. You could always write one yourself :-D

I forgot about the new RFC. I certainly could write an implementation
myself,
but I lack the expertise in this regards, hence the request for an
open source
implementation. It would be used in an open source application.

BTW How widely used is this encryption algorithm in Korea?
