If you can secure an account with someone or have a buddy with a box
in that country, you could bounce through their machine with a proxy.
ssh access to a linux box in the country of your desire and ssh -D
9999 to it, and then using a web browser on your box setting socks4
proxy to 127.0.0.1:9999 would do it.

Basically folks wanting to do something like this just a socks proxy
they can access in the country you want to appear to be coming from.

The cadillac of solutions to this would involve you have your own colo
box in the country you desire to be "from" and run it yourself. Not
sure if there are ISP's out there though that might sell you simple
proxy access. It's kinda an odd request, and typically those
interested in spoofing their real geography like this are up to no
good.
