The answer is still NO.

In order for the guy to run the program, the guy will need to be able
to copy the program off of CD into RAM, as programs execute out of RAM.
If he has sufficient access to run the program, then he has sufficient
access to save a copy of the program onto a local drive or burn it
onto a different CD.

If the point is that there are -other- things on the CD that the
guy is not supposed to be able to read, then just don't include those
things on the CD on the first place, especially as it sounds as if you
are planning to burn a new CD for the guy anyhow.
