openssl genrsa does not work in CGI mode

I've written a Perl script that generates a private key and related CSR for
a
X.509 certificate. It runs perfectly at shell prompt but crashes with the
message
unable to write 'random state'
if I run this code in CGI mode.
Has anybody experience with automation of generating keys with openssl
in CGI mode? Have played with the -rand parameter without real success.
