Entering encryption world

I am trying to enter into encryption market using PGP software to
provide secure email and secure storage.
My first goal is reaching individuals of all types and small
companies\offices providing PGP software and thorough guiding and
support.
I would appreciate if you can provide some ideas of reaching those
people and companies interesting in encryption solutions.
(I don't want large investment on marketing and preffer starting small
scale and growing over time)
