I do believe our esteemed friend means a live-cd such as Knoppix. This
boots a fully functional working Linux system, usually filled with all
nescessary tools i.e. Mozilla, OpenOffice, etc etc.
You can even use persistant homedirs to save stuff.
I can see the security argument of being able to introduce essentially
an OS on a clients computer with access to the underlying harddrive. On
the other hand, if the consultant/engineer plans mischieve, the issue
isn't the LiveCD ;) It's the consultant.
There are specialist bootable linux distros specifically with
security/auditing/repair in mind.
BBC (Bootable Business Card) is a Linux distro with focus on disaster
recovery
Auditor Linux is based on Knoppix and is intended as a Auditing/Pen
Testing tool
Knoppix STD 0.1 (security tools distribution) can be used for
pen-testing and also as an IDS.
As I said earlier though, the problem is not the medium but the intent.
It is just as easy to boot into Rescue mode with a windows cd and do
some disk damage etc.
regards
dc
