Sorry to piggyback on your post, Neal. You're right, "sure."
Infants are born with the ability to make all sounds that occur in every
language. In fact, infants will try out all of those sounds as they
begin to babble. The sounds we use in our language are the ones that
"stick" and the others fade away.
Babies do hear voices in the womb, as well. But the "English is innate"
theory is bonkers.
