Information. NSA does not care about some "15 year old in-bred ..." and
cases against such people very rarely rely on encryption breaking.
NSA's mandate is collection of all electronic information-- telephone
calls, radio broadcasts, etc. Decryption is only partof its mandate. And
many people who use encryption do so badly, making breaking easy.
