My bank uses Windows? Is "Check 21" safe?

When I walk through the lobby of my bank, I see Windows screen savers
running on some computers and Windows menu screens on others. I know my
bank has never heard of MacIntosh or Linux. I hesitate to think how many
spybots and viruses might lurk in those machines.
I can only assume there's an accident waiting to happen. Lately, I am
worried about electronic banking transactions like "electronic debiting"
that some creditors have tried to pull on my checking account. This is
where they shred my check and use some kind of electronic software to pull
money out of my account instantaneously. This sounds really dangerous. I
told my banker I am afraid some savy thief might drain all the accounts in
his bank. Am I right or wrong in this thinking? He said if that happens
he would recover all the money by debiting the crediting bank but that
doesn't make sense if the crediting bank is a bogus front.
Then there is Check 21. That's where you get a "substitute check" back
instead of your original paper check. Your paper check is shredded. I
looked at a substitute check and it is nothing like the original. All the
fine print is smudged and no handwriting expert could ever prove anything
from it. Its basically a glorified Xerox copy, that's all. And Check 21
is computer controlled also, just like electronic debiting.
The head of cybersecurity of the Dept of Homeland Security up and quit the
other day suddenly. He must know something we don't. I'm worried. Could
an electronic attack on the U.S. really jumble all financial accounts and
skin us to the bone?
