It's the hosts file, not the Host or HOST file. Its location is specified in
DataBasePath, under
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters.

When your browser uses a proxy server, the only host name it needs to
resolve is that of the proxy. The hosts file isn't actually bypassed; you
can still use it to specify the IP address of the proxy.
