svchost constantly maxing out CPU

I have had a recurring problem regarding svchost, which has made me
reinstall windows xp about 25 times, and windows 2000 more times than
I can count. Every time I get windows installed, about 5 minutes go by
and svchost maxes out my processor. In fact, it is doing is as I type
right now. It is not a virus, because I have scanned with 3 different
virus scan programs, and it isn't adware because it's happening on a
cleanly installed computer. PLEASE HELP, THIS IS DRIVING ME NUTS!!!
