In my own case, I pay a significant premium for having a full
internet connection (but it is still incredibly inexpensive
when compared with the cost 5yrs ago), and traditional features
like DNS pointing to my machines (I could also supply my own
class-C, but it isn't necessary for my purposes, so no reason
to waste a class-C.)
A reasonable tradeoff would be for the $50/month user (or whatever)
would have the 'blocked' mini-internet capabilities, while for
$125/month, the user would have a more traditional internet
connection. The typical family wouldn't see the lesser
capability of the $50/month connection, other than the lower price.
The internet 'expert' (for whatever reason) would pay more,
but not really for bandwidth. The additional cost would be for
maintenance, support and perhaps help to mitigate the costs
of problems caused by mismanaged PCs.
Does this make sense?
