Not quite. Windows 3.x/9x,ME all rode on top of and required DOS.
Starting with Windows NT and up, it's a whole different ball game.
General insults like this just add to the zealot image.
Before you pigeon hole me as a Windows person, I'll state that I use
and maintain multiple OSs such as Sun, HP, Linux, and windows.
