    If you have issued a direct order regarding web usage, but your employees
    are disregarding it, the nature of your problem is not technical, and
    neither is the solution.

    I have sometimes encountered similar problems involving usage of semi-public
    Internet terminals. One possible solution is forcing traffic through a proxy
    which only allows access to those sites deemed desirable by the owner.
