Latency/PL at 12-15 second interval - cause?

It appears that my cox.net head is the culprit here, and it's
manifesting itself as ping and PL spikes at 12-15 second intervals.
Is anyone aware of any DDoS/trojan replication algorithms that could
be the cause? Or any malfunctioning hardware that could be the
cause?(Within Cox's network in my local area).
Myself and several neighbors are all experiencing this problem, it is
not localized to my machine(s).
