From a cmd prompt...
netsh int in reset >> resetlog.txt
Will reset your TCP/IP stack.
It also sounds like you may have a LSP hijack.
Check HKLM\local
machine\services\currentcontrolset\paramters\namespacecatalog \catalog
entries\
there should be 3 entries. If four or more, use LSPfix to get rid of the
extra.
