If by "junk mail" you mean unsolicited commercial email (UCE), also
known as spam, then one way to combat UCE is to stop supporting ISPs
that allow spammers to operate using their services. Your ISP seems
to be rogers.com. The Spamhaus Project can show you spammers that

Enable cookies for your WWW browser, then

click the SBL tab
in "Select ISP by Country" click the arrow to drop down the list,

When I do the above, I see that one of the spammers listed is also in
the Spamhaus Register Of Known Spam Operations (ROKSO). The Spamhaus
ROKSO Webpage says, in part:
"90% of spam received by Internet users in North America and Europe
can be traced via redirects, hosting locations, domains and aliases,
to a hard-core group of just 200 known spam outfits, almost all of
whom are listed here in the ROKSO database and are operating
illegally."
Either:
1.) Tell your ISP (rogers.com) that you don't want to give your money
to an ISP that supports spammers. Cancel your cable modem service.
Get DSL through an ISP that filters UCE (my ISP uses MAPS RBL+,
SpamAssassin, and Accessio).
or
2.) On your home computer, install Linux, then use the SpamBouncer,
which is a set of procmail recipes. Mandrake Linux is easy for a
Linux newbie to install/use, and you can dual-boot (either Micros~1
Windows, or Linux).
