cell modem networks, routable IP?

A client of mine asked me about the security of his laptop that has a
new cellular modem. Unfortunately I don't know the brand he has or
network he is on (AT&sucks, Verizon, etc). But I figure if its like
Verizon DSL, where they don't give out routable IPs, then it should be
a little more safe than if it has a routable IP.
So does anyone know if most cellular internet connections are on an
internal network and do not supply a routable IP?
