I found an interesting solution. Terminate SSL in the firewall.

Netcontinuum integrates SSL FTP termination with an ICSA certified
stateful inspection firewall. This solves the SSL FTP - firewall
problem. An FTP server administrator can protect his FTP server
behind a firewall and SSL encrypt the confidential files in transit.
I can use the netcontinuum box to both protect and encrypt. The
client will need to utilize PASV setting to connect out to my FTP
site. They have a good whitepaper on this subject.
