Securing a file

For reasons out of my control, I need to put a user's name and
password into a file. Another app uses it an undisclosed time
somewhere down the road. My app that creates the file is written in C#
and all of this is running on Win 2003 server. Can anyone give me any
advice on how to securely lock down the file?
